  Isn't this practically censorship though? Mangakas hand draft to editors, editors tell them to remove certain parts because it is against the bill, final version is sold.

It's not that bad, it won't affect anyone who is actually above the age limit (teehee for being oldish!). Which is kind of sad, but not that sad. I've seen some of the things that "children" manga/anime have in them. I'm not a prude or anything, but holy hell.

  Murder, sexual assault, etc.
  
  Characters can no longer be killed by another person in a manga. Censor every battle manga. Censor Death Note.
  Characters can no longer have panty shots. Censor every other manga.
  Because of how shaky and strict this new bill is, most editors are refusing to even take school girl uniforms in their mangas.
  
  Have you ever read, say... Bitter Virgin? Its not an adult series but its about a girl who was raped. Censor that?
  
  Crocodile (One Piece) smokes in public and not in a smoking designated zone. Harmful for our children to read. Censor it.
  
  Its more or less turning tokyo into one big 4kids. If you ever watched One Piece done by 4kids, you'd know what I'm talking about. Entire scenes, even episodes edited out to make sure not a single character is killed. No blood. No weapons (they use sticks and what looks like toy guns). No scenes of anyone actually getting hurt.

  4kids is the very evil of this world...in fact there's an entire satire on 4kids on youtube for the Yugio Series...let me see here if I can grab a quick vid of it

  I didn't bold the panty shots because that was pretty much written out in the bill as "sexually stimulating." It never said anything about censoring every battle manga or every instance of violence, just the instances that the evaluation panel sees as "encourages cruelty, and/or may compel suicide or criminal behavior." For that reason I didn't bold Death Note, as it could very well be seen as encouraging cruelty at points.
  
  But censoring? It doesn't say that. It just says that it will prevent selling said works to people under 18. They already do it with hentai, we already do it with porn, and we try to do it with movies. They're keeping what most people would consider "mature themes" in the hands of the "mature audiences."

  Not selling content to those who were originally willing to pay for it will result in nothing more than those same people obtaining it via other means of questionable legality.

  Some of the censorship was pretty professional actually, like turning a cigarette into a lollipop by adding a red circle to the end of it.

  Until the plot in which Sanji was almost killed for revealing his location in the dark with his cigarettes needs to be more or less removed or completely changed.
