The idea behind a gift is good, and a bear is a novel device, but its not creative, its not romantic, and it has no value at all to the receiver. Its like a +1 device rather than a +5 device.
You can go with a bear if you want, but its not going to make her look back in the future and say "yeah, Hitaki gave me a stuffed bear. What a wonderful gift it was"
Presentation is important. With the chocolate rose, tie it with a bow and circle it with a clear plastic gift wrap. Give it to her, and say "merry christmas".
She'll remember that, and not in a ****ing creepy way at all.

There are only maybe 4 appropriate chances you get to give a gift to a girl.
Birthday, Christmas, Valentines, and maybe Halloween.
You don't want to half ass it. Giving her gifts outside of these conditions can have a reverse effect. So you want to make sure they're as memorable and leaves as much impression as possible, without making yourself look like a creeper.
And as an entry level gift, hand made chocolate is just perfect.
With that you can hand it to her, and say something like "Merry Christmas, I made it for you, but its my first time... I hope its not too bad".

Which is totally why I suggested a chocolate rose.
Not sure why everyone is so negative about my suggestion.
It shows your originality, creativity, and because its home made it shows your effort and care.
I'm actually consulting a number of girls and an advice board about this. I'll respond again in a bit.

Okay, I seem to have underestimated the power of stuffed bears as asking many girls they told me it was hard to decide. I thought chocolates would win over by a landslide.
Stuffed Bear pros:
Lasts longer because you didn't eat it like chocolate
Reminds her of you every time she looks at it (assuming it doesn't go in the back of the closet where I've seen most girls keep their stuffed animals)
Chocolate Rose pros:
You made it yourself shows effort
Its creative, sweet, and delicious
Supposedly being told to go with both though. Seems a little excessive.
