It's a typo. Artisan only gives stat increases.

Also, just letting everyone know I added the info to some of the more popular wands and bows to the US Wiki.

* Maximum Stamina: +2 ~ +5
* Strength: +3 ~ +21
* Dex: -24 ~ -40
* Luck: +4 ~ +20
