Well Evies have their Golems and such, so they do a lot of damage. Karoks, I don't really know, they just smash the bosses a lot. And Fionas have their shield bashing skills, protecting them and dealing damage.

No they aren't.
OT: Lanns can get quite a bit of damage if you play them correctly.
If you practice enough, learn the boss's patterns and how to dodge and when to hit and whatnot, you'll get more damage.

People exaggerate a lot about the dodging abilities of a Lann(I think I've said this before) Even for a Sword Lann, the dodge only gets you so far out of an enemy's attack, much less prepare you to take another hit. Evie's: Mana Shield/ Blink damage. Fionas: Shields. Karoks: Just high HP and DEF, boss bash. Lanns: Sword; The 2 quicksteps, with a certain time frame of invincibility, Spear; Roll with no invincibility frames, at all. Saying all this, Lann's simply can't just "dodge" out of a raid boss's damage, players need to develop a sort of instinct that, unfortunately, many players don't and just end up dead. More dead time= less damage time. And @bombinator, the game isn't really all about damage percentage, it's more about helping contribute to your team.

Evie's golem in higher raids is complete trash, and that's if you can even get it to summon. Have fun summoning one in Ahglan.
That being said, yes, it is normal. Lann (both kinds) surely can get in the top 3 for damage, and even #1, but it's much harder for a Lann to get there because of how he plays. The exception to this is when your team is able to regularly bind the boss down (Titan's ballistae for instance). But at that point, you'd be competing against a hammer Fiona for top damage, which only a spear Lann can really do.

Evie bandwagon started because people can't play lann. Lets face it, Evie can solothings like nightmare or hidden, because all she has to do is summon a golem and build a [S]sentry[/S] mana pistol, she doesn't even need to do the work herself.
oh, and Raids aren't the only thing in this game, so many people forget this.
on to lann, I'm a swords lann, and I do 16-20% on Glas when Im not on balista, and I use swords. Lann can do damage just fine, but it takes effort.

I'd agree that her damage is too high for a character with more abilities then every other character combined (Healing, reviving, freezing boss, panic button (amber), a proper dodge, range, mana pistol, situational golem), but there is a skill gap between bad and good Evies. A "bad" Evie just spams Magic Arrow, Focus spells, and Amber on everything. The problem is a "bad" Evie is better then a bad Fiona (who sits in HS all day until they get hit by an unblockable), a bad Lann (who dies fast), and a bad Karok (who dies fast too).
Also at Oizen that I'm too lazy to quote. There's a reason the recent updates have had the same number of raids as normal missions (Not including Succubus who I'm unsure how to classify). Hidden/Nightmare is also a terrible example as I could say "Spear Lann is so easy all they have to do is spin2win" if we're refering to those. That and Staff Evie isn't that great at clearing trash mobs (Spear Lann is probably the best for that), and most of the non raid bosses are very easy for a Lann to dodge around.

Proper Corona timing and placement (as in not dropping it in middle of people missing ~100 HP)
Proper timing of Ice Spear (not in middle of an attack which will still hit you and force you to not attack. Also avoiding cancelling freeze)
Actually using Flying Sparrow (the distance it covers makes it completely viable, but 90% of the Evies I see just Amber on everything)
Those are a few off the top of my head. A large number of Evies seem to be unable to grasp some of those points. That and some just can't avoid attacks even with Amber/Sparrow.

Oh right, I've also seen a lot of Evies unaware on how to speed up focus charging.
