Yes.

5 icebolts = -10 seconds off cooldown.

1 firebolt (or fully charge firebolt) = -2 seconds off cooldown.

lightning bolt, regardless of enemies hit = -2 seconds off cooldown.

Each successful hailstorm hit = -2 seconds off cooldown.

Meteor Lands = -2 seconds off cooldown

Thunder lands = -2 seconds off cooldown

Ice Spear is used = -2 seconds off cooldown regardless of how many enemies were frozen or chained.

To sum it up: A successful land or skill use is -2 second cool down.

I may be wrong or mistranslating but one of Instant Cast's training requirement is to lower the cooldown of the skill and casting Instant Cast before the actual 3 minute cooldown.

So basically to get any real cd reduction you have to use bolts.

For all practical purposes it may as well not exist.

It has its uses, and honestly, a free instant cast 5-charge that costs 0 MP is always useful to have.

Now, I am a bit tired of answering your magic questions and your skepticism over it.

The best thing for you to do is just wait until it comes out in NA and then see for yourself if it is worth it or not. =)

17 Icebolt chaincast+4 would take 17 seconds to use instant cast while only costing 340mp.

50 Ice Spears spam would take 80 seconds to use instant cast but costs 1600mp.

This is without mana reduction and the time it would take to hit the monster but you see my point; seems like ice magic is a great way to conserve mana if you get a cc+4 Ice Wand.

Has the Blaze + Move Cast bug been fixed by the way?

You can't discharge all those bolts that fast and bolts are shit anyway and will get you killed in any remotely relevant content.

I don't think I need to wait for it to hit NA; and if everyone else can masturbate over big inefficient numbers, then I can be a skeptic. Test that shit in NPC and Lord and similar content, running in high-end parties, then get back to me. Damage tests on bears does not prove a damn thing except what we always knew - that magic can hit high numbers.

That's why I said "This is without mana reduction and the time it would take to hit the monster but you see my point." It's more of an idea for a way to conserve mana, than to do damage.
