Factoring in Book(Eweca+Palala)+reduction effect, AND meditation on, this is now reduced to 16. I wont have either of these on most of the time since I'm busy boosting my damage with hebona+damage equips, due to an incomplete accessory set. With just meditation it is 22 Mana.
Now, what most people FORGET, Factor in Vivace(which you also wont have since BFO takes precedent in parties) a 22.96% vivace with all the previous effects results in a 13 mana firebolt, resulting in just about a second and a third. Without the bonuses I'd be getting about a 18 mana firebolt, my normal.
Now, assuming I'm casting this off cooldown, about a rough second and a third(22.96% vivace, No reforge on the wand for cast speed, and 1000 Int resulting in a 1.355 second firebolt cast time), IT would take me with 896 mana approximately, at 26/22/18/13 respectively used in the division, 46.7/55.2/67.5/93.4 seconds to run out of mana and have to find regeneration. With a 3 minute cooldown I'd be out of mana in about two minutes normally in a rigourous run, and I've run with barely a pot in some of the lighter runs(~9 minute DFC2 runs with my scrub firebolt CASUALLY one shotting). This is discounting the fact that fireball/IS can take FAR more mana, you'll normally as an end-game mage have mana shield on because reforged ms>heavy armor esp when you're NEVER using anything but a karis wear.
TL;DR: Mana recovery is nice, yes they should have done something for meditation and said ANYTHING about mana shield(uncapping MS would make it overpowered beyond anything, it still outclasses heavy armor with the reforge+High matk, adding the r1 benefits would just be stupid levels of defense), but it still for most mages wont even come CLOSE to whats considered "Overpowered" amounts of regeneration.
