Rain Casting is pretty broken but only in situations that can actually threaten the player, otherwise the opportunity cost becomes too high. Should it receive a nerf of some sort? Maybe. It's pretty low on the totem poll.
Lullaby, on the other hand, is a more likely candidate for a nerf of some sort due to holding a much lower opportunity cost.
Hydra Transmutation is a total non-issue. Fix the skills/tactics that cause it to over-centralize certain environments and nothing more.

As a general rule of thumb, you're looking to give every skill nearly equal usage across the board. Specific tactics can dominate unique situations but they should never dominate every situation. Likewise, every skill should stand on separate but equal footing in most situations. Lullaby, Rain Casting, Crisis Escape, pet summon effects, the sheer effectiveness of brute force tactics, and their ilk currently render other more defensive tactics like Barrier Spikes, Wind Guard, Summon Golem (taunt), etc obsolete.
That should not be the case, ever.

They're not wrong.
I always consider the glicko-1 scale as applied to competitive environments when I post suggestions. Weighted against cost, perceived power dictates usage. Content centralization due to to power imbalances reduce player flexibility, restricting flair in favor of efficiency.
You can practically guarantee that Battlefield Overture will be used in any serious environment as it affords a tremendous benefit at minimal opportunity cost. The current usage of Battlefield Overture easily highlights that it's overpowered. How many other active skills are essentially "a given" in damn near every situation? Pretty much none; Windmill probably comes closest.
If you nerfed Battlefield Overture down to +10% damage, it's a pretty safe assumption that it's usefulness relative to other music skills wouldn't fall. Universal usage may be reduced (largely in solo play) but it would still be heavily used. If you nerfed BFO down to +5% damage but usage in parties didn't fall, did anything honestly change? Not really. What you did was:
1. Reduce power creep.
2. Slightly shift music buff skill usage to other music buff skills.
3. Shift class preference from physical to magical.
