Ill try to explain it out of personal experience. This skill has to parts: 1. you lift up monsters, and 2. you smash them to the ground.
When you use the skill the monsters you lift in the air are the targets. This will recieve the dmg inflicted when smashed down, and the damage the increased gravity causes on the are of effect.
If you started the Skill and there were monsters that didnt get lift up, and they happen to walk into your AoE while smashing down, they will get affected by the increased gravity in there.
NOTE: im not sure if theres an increased gravitiy dmg at all, thats just the way it makes sense to me. I do believe that targets get more damage, im not sure how that happens tho.

Well Reverse Gravity is a very good skill dealing lots of damage over a wide area range, leaving it at rF is good and ranking it doesn't seem to be much of a priority so unless all your Scythe skills are maxes then go ahead and rank it to A but it takes a lot of AP so be warned. Also the animations are a blast.

At 52 you don't have many other skills to rank up, other than maybe some luxury skills, like Standing Endurance r8+, Combat Mastery, Erg Transformation, Revive, etc. All your core scythe/staff skills should be maxed out by then. So maxing Reverse Gravity should be your top priority the moment you hit 52.

Not exactly I'm level 53 and I still has some Scythe skills to rank up. Some people joined late and didn't get the chance to just log on to do dailies for several weeks.

Also, depending on whether you solo or group a lot, and whether or not you even do dailies can make a BIG difference in how much AP you have at a given level. Basically, running dailies with a full group has a much higher AP:EXP ratio than continuously soloing Hidden on Macha.

On the critical hit issue, I have R6 crit and never have a problem with trash being knocked out of a smash. You can make up for those issues with skill and timing and have higher DPS on super armored targets. Keep in mind that the % crit increase is an increase from your base, which at this point in the game means you'll be getting about 2% more crit at 60 in the best gear. In other words, you'll be knocking back trash almost as much as you will without leveling the skill. I suggest ppl get used to it and up their game instead of shunning people who know how to control the knockback. The real appeal of the skill is the extra % critical damage multiplier.

I might be misunderstanding you, but are you saying that Reaper doesn't work with enhanced scythes or did you mean enchanted? With a +8 Cave Walker I have 29 Atk Speed with reaper on, with a +7 Ivory I have 26 Atk. If you meant that it doesn't work with the speed enchant scroll, then you would be correct. With the extra speed I find it more efficient to use reaper and just get as many hits in.
On normal mode (since it's the only mode we can see HP in) my gravity takes out about 3 bars. That's equivalent to 3 LLLLR + BT. With reaper on I am usually able to land at least 2, or 3+ easily if the boss is chained. If you're doing this in hard/hero mode, 3 hits should be enough to get you at least 1 bar. Not to mention if you are in a party where the boss is constantly being chained/palaed reaper is very helpful.
Then again it is situational, I would never use reaper in Irukul or Klaus. But, being situational it is never that one is always > other.
