THEY ACTUALLY PASSED THE MANGA REGULATION BILL

  Holy crap I didn't expect it to pass. But it did. The Tokyo ban on manga is now in place.
  
  

  The Nonexistent Crime Bill of Tokyo, Bill 156
  >According to the official blog of Ito Masaki, one of the members of Tokyo Metropolitan assembly, the ruling party DPJ has decided to approve the anime and manga regulation bill. Other two major parites have already approved the bill, so it will pass the assembly on December 15th. DPJ agreed with the bill on condition that the resolution will be made with a collateral claim for a careful operation of the regulation. However, the collateral claim is not legally binding. The regulation will be enforced on July 1st 2011.
  
  >Mangaka Takaku Shoko tweeted that one of the major publishers turned her manga down because one of the characters in a high school uniform could contravene the local ordinance of Tokyo. She was frightened to know that the bill has already made the industry flinch.
  
  >Mangaka Meiji Kanako tweeted that the re-release of one of her manga has been under deliberation because of the descriptions of minors' sex in the manga. She said she won't be surprised if it's canceled.
  >The proposed Bill 156 would require the industry to also self-regulate the sale and renting of "manga, anime, and other images (except for real-life photography)" that "unjustifiably glorify or exaggerate" certain sexual or pseudo sexual acts.
  
  >Another section of the revised bill would allow the government to directly restrict the sale and renting of the above images if the depicted acts are also "considered to be excessively disrupting of social order" such as rape.
  
  >Depending on how broadly these (hypothetical) amendments are enforced, manga and anime could become the exclusive domain of 4 year-old children as far as whom it entertains.

  
  
  Crimes based on Japanese law are not allowed as content of any commercial print work in manga. So for example, something like Code Geass, Black Lagoon, or Death Note is instantly out of the question. They're going to take it off print.

  I don't get this. Killing is against Japanese law so does that mean that any killing of any character in a manga is illegal now?
