Would help if I could tell which post of mine you were quoting. I don't recall mentioning anything about staff reforges.
As for the Magic Attack vs Casting Speed reforge that comes down to preference.
Do you want longer charging stronger attacks or faster casting but lower damage attacks?
Also Magic Attack Reforge is better than Hailstorm max as it's more general and if the formula is correct, will provide a lot more fire power to the formula.
Click the little forwards symbol in the quote to the right of your name and it will redirect you to the post quoted.
And charging speed should not effect hailstorm or meteor strike so that may also skew you towards getting magic attack reforge on staves.

I've heard somewhere that casting speed affect the time that you charge Hailstorm ice shards but I will have to wait for the Zero update to test this since the speed cast forumula is still broken.
Also I wanna make sure I made the right choice before personalizing the item (special upgrading) and use the reforges I get on my alts in other stuff today.

I am asking this because I got this yesterday and I wasn't sure if I should keep it or roll for Magic Attack

Well that's 3/4s of an upgraded pheonix fire wand already, not to mention boosted Ice spear & thunder.
Unless you plan to use savage wands, I'd keep it if I were you. Pheonix, healing and savages are pretty much the only wands worth using now

I will use Savage Wands (IS + Blaze / Firebolt CC4) but im not planning on reforging them.
The Blaze reforge damage on wands only gives +0.05% damage per level so I dont think its worth spending on it (even now that the event will end)
How bad was the nerf on Max Damage reforges for magic? I only saw a post about Hailstorm and it seemed to be a huge nerf on it.
I have a Max Damage Fireball lv19 on my wand and I wanna know if its worth keeping it or not

Well look at it this way...
Firebolt max damage level 19 = +47.5 damage to firebolt's base
on the other hand
Magic attack lvl 20 gives +80 magic attack. 80*.5= +40 firebolt damage
Magic attack reforges can be stacked i believe, since you can get them on weapons, gloves, accessories and spell books. <--- this would require a LOT more investment though. But nontheless, I would go for both firebolt max damage (on wand) and magic attack reforges (2 accs and maybe gloves), just to completely max out my firebolt damage.
*One thing to note though, I believe magic attack reforges are harder to get than spell+ reforges.

From what I'm seeing, Magic is now main-able after zero update, which is great for those invested alot into the skillset.
Too bad I don't really take that much interest in it despite my 97% complete magic tab. :/

O.o magic has been mainable from the start. Everything else just got ahead...FAR ahead.

I tried using it in Elite missions, puppetry and archery make a mockery out of it.
I have near capped int, as well as S5 Ice and Fire wands.

Yea, i meant before shadow missions, reforges, puppetry and what not. It was a decent skill set until everything else just got better. I just hope devCat does better than in g13 in terms of revamping magic this time around.

Meh all skill sets will rip through all HM missions easily with or without reforges after this update... Not sure about elite, but even elite is a bit precarious for poopets/range (I know only a handful who can solo wizzy elite/ss elite).

At worst, magic will be used because of Snap Cast and Meteor Strike. People who "main" magic will have more options at their disposal to include Chaincast Firebolt which will then be worth the heavy costs involved.
I'll Snap Cast Fireball and Thunder while using Ice Spear w/Blaze or Hail Storm depending on the situation. Meteor Strike will see use in really shitty situations like the Belvast Hostage Crisis ambush.
Fireball and Thunder shouldn't see much use outside of Snap Cast barring very specific situations.
Edit(1):
I recall some discussion earlier regarding Blaze. Would it be better to S-Type or R-Type a Savage Ice Wand?

I was almost sure that R-Type was better but then somebody mentioned about how Blaze formula works and now
I just dont know anymore.
Like, having +68 Magic Attack x 0.03 (coefficient) is 2.04 damage but I have no idea how Blaze knockdown bar multiplier works.

I am 99% sure that is not how the coefficient works in the case. That would be ridiculous.

Snap cast cool down is reduce by 2 sec every spell you fire, so bolt would be the quickest thing ,especially icebolt ,to bring snap cast cool down to zero.
This will also provide benefit to people that main magic versus the people that only using snap cast.
Same thing with golden time in alchemy of course, people that main alchemy will be using elemental waves a lot more often.

It's impossible to reduce the cooldown to 0 though. You're looking at 3min at r1. 1 full casting of icebolt is going to cut 10 seconds.
The cooldown will have reset by the time you cast 10-15 full castings of icebolt give or take pending mob density, lag and other factors.
Also, all of you, buy yourselves a cc+4 ice wand. Seriously, you're going to need it to rank Instant Casting efficiently. (Yes I'm using the KR name as that's what Kenero told us to use until it NA officially releases the name)
