Yes every hit of a magic attack reduces the cooldown so that would apply for every swing of hailstorm.
Healing doesn't apply though.

Except those are all just single cast hits. It doesn't count the cast. It counts the actual hit.
It doesn't count for every enemy hit, it only counts for actually USING it to hit the enemy. Not sure how to properly word that to be clearer.

ë‹¤ì¹´ë¯¸í† just mentioned on her video showing R1 Meteor and Hailstorm that Staves critical % does not apply to your critical chance on Hailstorm.
I knew that other weapons critical % doesn't count on magic crit and only wands does but Staves too? what a let down.
I asked about Savage/wands critical and im waiting for her response.

Generally, now, Int enchants are much better.
And that's saying something, seeing as how you'll be closer to the int cap. o.x

He probably dont even read the thread.
Just wait for devcat to release new MATK enchant, now that they have a proper foundation for magic.
Int cap is irrelevant, your base int will never hit the caps. And devcat can alway uncap some more.
