You must have missed the bit about the cat and I discussing this very point for hours.
Magic does get a buff at endgame, however, only certain skills (Firebolt, Hailstorm
to a degree due to the hailstorm reforge) will be doing double or more damage. Right up till endgame, you'll actually be losing damage on certain skills like Ice spear and Thunder. Even fireball, which has the second highest skill modifier:

In addition, we're missing a few pieces of the puzzle as to how the koreans are doing 40k hailstorm unless someone did an accurate calc on that one page I missed, in which case i'd love to see it.
And considering you can do like 20-30k hailstorms at the moment...
In my opinion, the major buff is to bolts and the casting speed fix. The curve is now geared more towards endgame, but this 2x damage concept is pretty laughable.
