  The reforge got nerfed but hailstorm overall got mucho buffed. Like, 5k -> 11k normal hits with 5 charges without a reforge.

To me Hail will always be useless due to the long time it takes just to set it up, and if you get hit at all you might as well cancel it if your AoE pets are on cool-down (god forbid if you have none or they lag summon) because in just a few more seconds (unless range normal attack) you're going to get knocked out of it.
  
  It also has such shity range. It's a great team skill but other than that I just don't like it. Anywhere I have used it I've said to myself "X spell would be so much better and faster for this..."
  
  I mean... It's a single target spell with splash damage. For what ever reason it costs the same (not more and thank god not more lol) AP as IS, which is a far better skill in comparison (well not dmg wise), even for single target (stun lock~..eh TH in that case lol <3)
  
  I guess snap cast can remedy this but srsly.. I'd rather use that for a FB or a TH or a full IS to cluster fk some mobs. Not to mention all int magic ignores protection when calcing crit and HS doesn't. (I don't wana hear "BUT END GAME CRIT!" Not everyone is end game and this is MY reason that I don't like it. lol.)

  Fireball, IS, and thunder arn't party friendly, unless you call party friendly soloing rooms at slower speeds then your team. All magic is situational, but hailstorm has more use, especially in a party. MA, lord missions, bosses, etc. It's amazing. The prep time is not a big deal if you're launching 40k balls of death.

  Hail Storm isn't about single target DPS. It's about heavy splash damage.

  First of all, this. Most hailstorm combos are about splashing. Hailstorm isn't bad single target damage either - It does take some setup time and such, but post-update you're going to be doing heavy damage with it. Is it outclassed by chaincast firebolt? Yes, if you put the effort into reforging, enchanting, etc. both skillsets, firebolt has way more single target damage potential. But that doesn't make hailstorm useless in the same way that act 7 isn't the only useful puppet AoE skill.

  Sure, that's your opinion, but it's not useless. It's much more useful then the very-situational Ice Spear, for example.
  
  Unless you're a pure mage and solo. Or spam SS for exp.
  
  My opinion is, for example, that I don't like combat alchemy a LOT, but it's not useless. The only skill that's useless is grapple shot on a high latency connection because it simply won't work. Even things like Taming, Composing, and playing instrument have uses. It's just a matter of how effective they are, and hailstorm both has a use and is very effective.

  Hailstorm is really, really bad if you don't have Crisis support. And if you have Crisis support, IS + Blaze outclasses it massively for AOE DPS and CC+4 FB outclasses it massively for single target DPS. Ice Spear also provides its own crowd control which does help.
